French government's healthcare update:

French government's new decision on access to the French healthcare system for inactive citizens from other EU countries

Following representations made to the French government, we can confirm that the French Health Ministry has modified its decision regarding access to the French healthcare system for inactive citizens from other EU countries already residing in France.

According to the French Health Ministry's official revised statement and Q&A factsheet:

The position is:


* Inactive EU citizens already living in France and already registered and accessing healthcare via the CMU before 23 November 2007 will now be allowed to continue to do so.


* After 5 years of "regular, uninterrupted residence" in France, an EU citizen qualifies as a permanent French resident and will therefore have access to healthcare via the CMU.

* The position remains that all inactive EU citizens under retirement age living in France now or in future who are not entitled to healthcare reimbursement (through the E106 or E109 forms) or to access to the French health system will be required to have their own personal health insurance until they reach UK state pension age (and therefore qualify for entitlement to the E121 form), or until they qualify as a French resident (after 5 years of "regular, uninterrupted residence").
* We have ensured that the French authorities are fully aware of the specific circumstances of E106 holders already resident in France who do not have existing access to CMU and who may not be able to secure private health insurance for various reasons when their E106 expires. Following discussions to highlight the need for urgent clarification in cases where the E106 is due to expire imminently, we have been told that people will have the safeguard of essential immediate healthcare provision. We are expecting a response in the next few days from the Health Ministry to give further detail for people in these circumstances.
* As previously, people already over retirement age who are holders of an E121 which is registered with the French authorities will remain unaffected.

CSF sometimes gets asked to make information about other organisations available to its members and supporters. We are happy to do this where we feel it will be of help but we are not making any sort of recommendation about other organisations nor do we carry out any sort of scrutiny process on their work.

 

The Civil Service Benevolent Fund assist serving, former or dependants of Civil Servants; Assistance can take the form of financial, non-repayable, grants to assist with "unexpected" financial problems. The Fund cannot assist with consumer debt. Grants for mobility equipement are also available and regular payments towards the shortfall of nursing/residential care fees. The Fund is in the process of Partnering with other leading United Kingdom charities. The scope of clients covered will then extend to most former United Kingdom citizens.

New Branches opening and more to follow!
 
The recent expansion of CSF is continuing. Before April 2007 there was only the National Office which also acts as the Charente branch along with the Deux-Sevres branch opened in November 2005. April saw the first meeting of what has become the Mayenne(53) branch in the north of the Pays de Loire region and following a successful initial meeting at the start of August, 2 branches for the Dordogne are awaiting the confirmation of their registration as an "Association."

November will see initial meetings held in the Haute Pyrenees/Gers region on the 7th closely followed by another in the Manche(50) depapartment in the Basse - Normandie region on the 17th. Plans are also in the pipeline for anothetr Dordogne branch in the Nord - Ouest somewhere near Riberac. We are also seeking people interested in help start a branch in the Grenoble/Lyon area and hope to hold an initial meeting in late 2007 or early 2008. Coffee Morning Success!

Both the National Office in the Charente and the newly forming branch in Dordogne -Est/Lot held Coffee Mornings on Friday 28th September. Some 200 plus people attended the event at La Vauzelle in the Charente raising some 2,800 euros while the new Dordogne - Est/Lot group were granted the use of a local chateau and attracted over 150 people. Not only did they atttract enough "Active Listeners" to fill their training session at the end of November but they also managed to raise some 1,300 euros in the process, well done to Jenny and the team.

The Dordogne-Est/Lot group will use their funds to support the opening of their branch and the National fundraising will be used to support the opening of at least 3 other new branches.

CSF would like to thank everyone who supported these events.
